Comments on 1.4: In Slovak republic there are 12 minority languages, which can be used in certain areas following the special regulations.


Languages: Bulgarian, Czech, Croatian, Hungarian, Moravian, German, Polish, Roma, Ruthenian, Russian (officially recognized as a minority from 2006), Serbian (officially recognized as a minority from 2010), Ukrainian, Yiddish


. Czech is a unique case – passive knowledge of Czech is widespread all over the Slovakia. Act No. 270/1995 Coll. on the State Language takes this into account by stipulating Czech in several cases as a language that is comprehensible in Slovakia. In Article 5 (Section 7) of the Act on the State Language, it stated that “Cultural and informative-educational events shall be held in the state language or in another language, if they meet the requirement of basic comprehensibility from the perspective of the state language”.

Comments on 1.7: Slovak language is used unofficially by small minorities in the USA, Serbia and Montenegro, Croatia, Romania, Hungary, Poland, Australia etc. and it is generally accepted in the Czech Republic without any need of translation.

Slovak republic signed the European Charter for Regional or Minority Languages for these languages: Bulgarian, Czech, Croatian, Hungarian, German, Polish, Romani, Ruthenian, Ukrainian in February, 2001. Slovak parliament ratified the charter at the beginning of July 2001.

Slovak republic made a declaration only on the deposit of the instrument of ratification, which was on 5th September 2001 and came into force in 2002.

Comments on 1.9: All minority languages in Slovakia are now codified, including those that do not have a motherland (state). Ruthenian was standardized in 1995 and Roma in 2008.


At the end of 2000, the SR signed Protocol No. 12 of the Framework Convention for the Protection of National Minorities in the Slovak Republic on an annual basis. Via Decree No. 128/1995, the NR SR approved the Framework Convention, which then came into force in 1998.

§ 8: 6/ Ovládanie slovenského jazyka žiadateľom podľa odseku 5 sa overuje


a) pohovorom, v ktorom sa kladú žiadateľovi otázky týkajúce sa jeho osoby a jemu blízkych osôb a otázky všeobecného charakteru, najmä z histórie, geografie a spoločensko-politického vývoja Slovenskej republiky,
b) hlasným prečítaním náhodne vybraného článku z tlače v slovenskom jazyku obsahujúceho aspoň 500 slov, ktorý sa žiadateľovi odovzdá bezprostredne predtým, než ho prečíta,
c) napísaním obsahu prečítaného článku podľa písmena b) žiadateľom v časovom limite 30 minút.


§ 8: 7/ Ovládanie slovenského jazyka žiadateľom podľa odseku 5 overuje trojčlenná komisia, ktorú vymenúva prednosta obvodného úradu v sídle kraja, veľvyslanec alebo konzul. Na rozhodovanie komisie je potrebná účasť všetkých jej členov. Uznesenie komisie je prijaté, ak sa za jeho prijatie vyslovia najmenej dvaja členovia komisie.

c) Writing a summary of the read article pursuant to letter b) by the applicant in a time limit of 30 minutes.
§ 8: 7/ Mastering Slovak language by the applicant under section 5 shall be verified by a three-member committee appointed by the director of the district authority in the seat of a region, by the ambassador or the consul. Presence of all members of the committee is required for the committee to decide. Resolutions of the committee shall be made by votes of at least two members of the committee.
